Small blobs of white foamy substance appear on foliage or stems during summer months. Usually Rosemary, Salvia, Mesquite, and Palo Verde are the main plants affected.
Spittle Bug nymphs produce the foam to protect themselves while they suck the sap out of the plants. This will not due significant damage to the plants, but if you don't like the look simply spray the foam off with a garden hose.
